SRTC Library / Media Service Center PROCEDURE
Services are provided by the Library/Media Service Center to reinforce and enrich the curriculum offered by Southern Regional Technical College. The Center is available to faculty, students, business and industry, and to the general public.
Hours of Operations
The Library/Media Service Center is located in the Sewell Building (Building D) with services also being provided at other campuses and sites. The Center on the main campus is open Monday through Thursday from 7:45 AM to 8:00 PM and most Fridays from 7:45 AM to 12:00 PM (Noon). The Library/Media Service Center’s hours are adjusted for breaks and holidays and are posted accordingly. Professional assistance in using the Library/Media Service Center is available during all hours of operation. Additional hours may be arranged at the request of faculty. Services rendered off campus are available all hours that those facilities are open.
Library services include the circulation of library materials from a general collection and from a reserve area. Materials that are not available at this center may be provided through interlibrary loan service. Database searching through GALILEO and other local and on-line resources are offered. The Library/Media Service Center shares resources with several organizations through cooperative agreements. Instruction in the use of the Library/Media Service Center and library orientation tours are available to individuals and classes. There are computers and scanners for general use with access to the Internet and laser printers. Computers have office productivity software, tutorials, and access to additional Internet databases.
Students at other campus sites have access to the on-line catalog, GALILEO, and the internet. A small collection is housed in the other campus sites with some materials rotated in to meet specific curriculum needs. Selected journals in the programs being taught are available. Students borrow and return materials, and request additional services by e-mail, fax, or telephone to the library in the Building D. There is staff at SRTC of Grady County to assist all hours of the facility’s operation.
Library/Media Staff Responsibilities
The Library/Media Service Center staff expedites evaluation of the existing collection and selection of new materials by consulting reviews, recommended lists, standard bibliographic guides, special releases and qualified specialists.
The Library/Media Service Center staff maintains and organizes the collection using Library of Congress call numbers and subject headings. The collection is cataloged using machine-readable cataloging (MARC) records following national bibliographic standards and conventions. Records are available internationally through OCLC for resource sharing.
The Library/Media Service Center staff assists patrons in the use of the library services, resources, and the equipment.
Additional responsibilities include: production of College IDs, proctoring site for SRTC students, and scheduling and checking out of state vehicles.
Circulation of Resources
Students, faculty, and staff may borrow library materials with valid photo identification. Materials in the general collection circulate for a two-week period to patrons in good standing. During the breaks, students are permitted to borrow items if they do not have fines or overdue materials and show a schedule of classes for the next term indicating that they will be returning. After an initial checkout period, an item may be renewed unless another patron has requested that the item be reserved. The public may complete a borrower's application and present proper identification to check out materials.
Reference materials do not circulate. The reference collection includes manuals, handbooks, encyclopedias, and any items of a general reference nature. These materials are usually sources for locating specific information rather than books that would be read in its entirety. Periodicals do not circulate to students. Patrons may use periodicals in the Library/Media Service Center or copy information on the coin-operated copier.
Instructors may place materials on reserve for their classes. These are designated as "library use only" or for "overnight only" circulation.
Overdue, Lost, Damaged, or Stolen Materials
It is the responsibility of the patron to return materials on time. A courtesy notice is sent to students and general public for overdue item(s). Staff will receive reminders through e-mail. Additional material may not be checked out until the overdue material is returned. Any item not returned by a student on the last day of class or two weeks after the due date (whichever occurs first) will result in a hold being placed on their College accounts.
A maximum overdue fine for lost material is charged plus an additional $10.00 for processing. Material is replaced with the current edition and should a specific item not be available, a comparable substitute is determined by the Library/Media Service Center Director. Material is considered lost if two weeks late and not returned by the last day of classes of each term. All fines and fees must be paid by the last day of class to avoid a hold being placed.
Damaged material is treated as if lost. All fees must be paid before financial aid, grades, transcripts, registration or graduation may proceed.
Theft or vandalism of College property will result in prosecution and/or disciplinary action. Security devices are in use throughout the College.
Library personnel provide orientation sessions for classes and individuals. The Library orientation is also available online. The orientation includes:
1. overview of resources, services, and hours of operation, and
2. instruction in use of on-line catalog and other resources.
Interlibrary loans are available to students and faculty of Southern Regional Technical College. If there are charges from the lending institution, these must be paid by the person requesting the material before the material is loaned to them.
Selection and Collection Statement
The guidelines for selection of resource collection materials is a cooperative procedure involving faculty, administrators, students, staff, Library/Media Service Center staff, and members of local business and industries. The guidelines for selection help to:
1. prioritize criteria for collection development and maintenance,
2. establish the responsibilities of Library/Media Services staff in the acquisition of materials, and
3. present guidelines for selection of materials specific to subject fields and instructional programs.
Criteria for Selection/Elimination
1. The Library/Media Services Center abides by the United States Copyright Laws in the acquisition of resources.
2. The Library/Media Services Center endorses the "Library Bill of Rights" and the principles of that document are considered an integral part of the collection development guidelines.
3. All resources selected are consistent with the mission of the College.
4. Content rather than format determines the value of an item.
5. Primary needs constitute those materials based on curricular requirements. General reference works considered standard in most libraries, as well as materials that foster intellectual curiosity and critical thinking, are also priority selections. As educational programs expand, primary collection needs will expand.
6. After primary needs have been met, consideration is given to other desirable materials that give balance to the collection and meet leisure, recreational, continuing education, and personal development needs of the students, faculty, and business and industry.
7. The following are generally not purchased by the Library
- textbooks currently being used in classes;
- workbooks except ones used as reference sources;
- consumable materials;
- teacher’s guides or manuals to text; and
- multiple copies except where demand requires.
8. Guidelines specific to the selection process include the following items:
a. Instructors assess the current collection, survey program needs and submit written requests for materials to the library director. The library staff encourages suggestions for purchases and services.
b. The Library/Media Services Center staff focuses on the acquisition of new materials in the following areas of instruction: business, health science, industrial technology, and professional services. Additionally, the Library/Media Services Center staff seeks to acquire resources that qualify as technical standards, accurate samplings, or established reference/learning support resources for areas of academic instruction and the general collection.
c. The Library/Media Services receives all requests for materials and checks the current collection and the on-order files so that the quality of the collection will be maintained and duplication will be prevented.
d. Duplicate copies of titles will be acquired only if there is a very high demand for the title.
9. Gift materials are evaluated by the same criteria as are purchased materials. Gifts must be appropriate and consistent with the philosophy and purpose of the College. The Library/Media Service Center accepts no responsibility for appraisal of gift items, nor does the Center accept gifts under restricted conditions.
10. Guidelines specific to the elimination process:
a. Periodic elimination ensures that the collection continues to meet the criteria of the guidelines. Worn and out-of-date materials are removed and replaced as needed.
b. The following criteria are considered in making decisions related to the elimination of material:
- poor physical condition;
- obsolete information;
- replacement by new edition;
- lack of value to the collection;
- serials duplicated by other formats;
- excess duplicate copies of seldom used titles;
- adequacy of similar information; and
- lack of space
c. Faculty and Advisory Committee members examine collections in their subject areas on an annual basis to determine which titles are no longer useful or which are out-of-date, worn or superseded.
d. Withdrawn materials are replaced with materials that still meet the criteria for collection development, if available.
e. Weeding is not used to bias the collection in favor of any viewpoint.
Procedures for Handling Challenged Materials
Southern Regional Technical College responds to a request to challenged materials with procedures approved by the Southern Regional Technical College Library Advisory Committee as follows:
1. A "Challenged Material Form" is completed by the person making the challenge and submitted to the Library Director.
2. A copy of the challenge is sent to the Review Committee consisting of the Vice President for Academic Affairs, the Library Advisory Committee and the Library Director or designated library staff member within two weeks of submission.
3. The library staff have no less than one week to prepare appropriate background information to assist the Review Committee.
4. At either the next regularly scheduled Library Advisory Committee meeting (or a specially called meeting if one is not scheduled for the next month) following preparation of background material, the issue is discussed and recommendations made. The review committee makes a final decision.
5. Principles of the "Library Bill of Rights" are upheld at all times.
The Library/Media Services Center is evaluated annually as follows:
- Library and Institutional Effectiveness services survey of students, faculty, staff, business and industry;
- feedback from orientation program, reference questions, and any other comments or suggestions;
- analysis of in-house use;
- computer search and interlibrary loan requests;
- circulation data; and survey of student use.
The Library/Media Service Center is intended as a place of study and research for students. For this reason no tobacco, eating, drinking, unattended children, radios, or unnecessary noise is permitted. Students and patrons will also follow the College’s Code of Conduct.
The Vice President for Academic Affairs has the overall responsibility for ensuring the implementation of this procedure.
